Construction begins on 90% sold-out 'Sparrow' affordable condominium in Victoria's Oaklands neighbourhood

Construction on a six-storey condominium and retail complex at the intersection of Hillside Avenue and Cook Street in Victoria’s Oaklands neighbourhood is now underway.

The 49-suite Sparrow project from Victoria-based Abstract Developments will rise as one of the Capital’s first affordable condominium offerings with nine of its homes released under a partnership with BC Housing targeting first-time purchasers, while built-in efficiencies like lower underground parking capacity helped maintain overall attainable price points.
 
“This development is close to shopping, transit and other services and sits perfectly between six of Victoria’s most diverse neighbourhood villages and centres, so you are just minutes from amazing experiences and everyday essentials”, said Lisa Helps, Mayor of Victoria at a June 4th groundbreaking ceremony. “Affordability was a major factor in our Council supporting this project”, she continued.
 
Developer Mike Miller said Victoria’s City Council used their “housing policies with courage” in approving the project one year ago, and applauded municipal efforts to deliver more housing to the region’s core.
 
“We have been able to help nine people get into the market who might not have been able to as a result of the City of Victoria’s Mayor and Council’s leadership in using their housing policies with courage”, said Mike Miller, President and CEO of Abstract Developments. “As we all know, housing supply is not keeping up with demand and we need to work together to get more homes to market.”
 
Sparrow’s homes are in one and two-bedroom formats with 90% of its inventory now sold-out. Construction is expected to complete in mid-2023.
 
Meanwhile, Abstract Developments is nearing completion on its Bellewood Park community in Victoria’s Rockland neighbourhood. The two condominium building and nine townhome pre-sale includes nearly 100 luxury homes in one of the Capital’s most desirable neighbourhoods. Construction is on-track to deliver occupancy later this year with sales at approximately an 80% sold-out status. C
