Ground floor commercial space spans across the entire L-shaped rental building.
It could be 50 lanes and Helmcken would still be a mess because only a dozen or so cars get through the Watkiss/Helmcken intersection per cycle and only a couple of cars can turn left off Burnside onto Helmcken per cycle.
The amount of cars and therefore people that get through a light phase is depressingly low.
This is what inadequate infrastructure gets you. The municipalities have been pushed so far towards the line of thinking that you can't solve congestion, that in some cases it's as though they no longer try and keep pushing the schtick that bicycle lanes and buses will solve everything.
Simple things like turning lanes and advanced greens make a world of difference to traffic flow. At some point View Royal has to acknowledge that their beautification projects, while nice-haves and strategically constructed to strangle the flow of traffic, impact thousands of residents who live along those corridors and struggle with congestion on a daily basis, twice per day. And as a chimera of a municipality at the crossroads of the entire region View Royal it has an obligation to help, not to further complicate matters.
For such a small region that can so easily solve its congestion problems we sure try our darnedest to pretend like we can't.

See what I mean? The solution to our so-called problems are simple and straightforward, but you're not interested in them.
Let me lay it out in simple terms: traffic calming creates congestion. Traffic calming redirects traffic. When you redirect traffic onto adjacent inadequate infrastructure, be it through poor light timing or poor road design, you induce additional congestion.
The McKenzie interchange that Saanich residents are furious over has been a bottleneck from the first day the Trans Canada expansion opened. It took 30 years for it to materialize. In time, gasoline and productivity losses I would wager this region lost hundreds of millions of dollars worth of opportunity and productivity, if not into the billions+ over that span of time.
And all of that being said, Saanich residents are still saying "we don't benefit from this interchange, it's only for people to get to the West Shore."
With silo-mentality thinking like that it's no wonder our infrastructure is in that shape that it is.
Looks like Eagle Creek's renting out their Phase 2 apartments. Couldn't find any information on rental rates.
