Stovell was asked twice in that interview and he only mentioned condo not rental both times. I don't think anything is 100% at this point though.

I suspect that peoiple have just given up to a large extent and simply have acceted that the developers run the city and that city council will give them anything that they want.
If you look at the new proposed OCP provided by the city all of the city is being rezoned to 4 stories or more in height. A large portion of the city is being rezoned to six stories. It will take time but single family home neighbourhoods will eventually cease to exist.
