The project will complete the Johnson|Cook|Yates development, the first phase of which is an 11-storey mixed-use affordable rental tower along the 1000-block of Johnson Street that includes a No. 1 Victoria Fire Department fire hall in its ground floor.

I'm going to go to 1050 Yates when time permits with my DJI and see what it will let me do.
Before I take off at home it tells me about a height restriction because I am under a flight path. I don't think it will let me fly in restricted airspace even if I had a permit .

It is certainly illegal to fly drones downtown without a permit. You are within 3 NM of the inner harbor airport.
