38-unit Johnson Street social housing community eyed for redevelopment into 140 apartments

The Capital Region Housing Corporation is seeking approvals from the City of Victoria to replace a three-storey, 38-unit social housing community on upper Johnson Street.
 
 
Village on the Green, situated between the 1100 blocks of Johnson Street and Pandora Avenue east of Cook Street, is slated for redevelopment into 140 units of apartments in two six-storey buildings as the present-day two buildings reach their end-of-life.
 
The CRHC plans a mix of studio and one-bedroom through three-bedroom units, with underground parking accommodating 43 vehicles, including visitor spaces.
 
It is expected construction will begin by 2025, with completion by December of 2027, or by early 2028.
 
A tenant relocation plan will be adopted to assist existing residents with relocation, described by the CRHC as follows:
 
“The CRHC has developed a tenant relocation policy and has a Tenant Services Assistant to assist with all tenant relocation efforts. Staff will meet with tenants to develop individualized Tenant Relocation Plans. These plans will support tenants in moving to an existing available unit within the CRHC portfolio, or if necessary, with another social housing provider, while construction takes place. Current tenants will be given right of first refusal to move back into the redevelopment.”
 
Existing residents of Village on the Green with pets will be permitted to return with pets, while new residents will be prohibited from having cats or dogs, aside from guide dogs.

Proposed rental rates will target low-to-moderate income households and units for individuals at-risk of homelessness, with 20% of units allocated to the latter, 80% priced below-market.
 
The CRHC is one of the south Island’s largest operators of social housing in the Capital Region, with multiple projects in planning, and numerous developments having been completed in recent years, and currently under construction.
 
In the immediate vicinity of Village on the Green, developer Chard is completing Haven, a six-storey condominium immediately south of the VOG site. In 2021, Tenfold Projects completed The Wade, a five-storey condominium on Johnson Street at Cook Street, while further east along the 1100-block of Johnson Street, a six-storey rental complex known as The Row was completed in 2020 by developer Kang & Gill. C
