Supportive housing facility planned opposite BC Housing's 20-storey Pandora tower

BC Housing is working on a proposal to redevelop a North Park parcel along the 900-block of Mason Street into a culturally supportive project for First Nations, Inuit, and Métis people at risk of or experiencing homelessness, Citified has learned.
Known as
Wellness House, the five-storey building (with an unannounced suite count; estimated to be at around 40 units) is a partnership between the City of Victoria, the Aboriginal Coalition to End Homelessness Society, and BC Housing. If approved, the facility will rise across the street from BC Housing’s already green-lighted
20-storey affordable rental tower and supportive units between the 900 blocks of Mason Street and Pandora Avenue.
Nearby residents and the North Park Neighbourhood Association (NPNA) will be consulted on the design (from architectural firm Formline Architecture + Urbanism) and development timelines this month as part of follow-up engagement, BC Housing says, although no public meeting date details have been publicly released.
Thus far, feedback from the NPNA has led to “design adjustments [that] will increase safety, improve privacy, reduce noise impact, allow for better sunlight access to neighbouring properties and enhance the neighbourhood streetscape.” Demolition of a two-storey commercial building on the site is anticipated to occur this summer.
The Aboriginal Coalition to End Homelessness Society currently operates a similar building in Vic West, known as
Kwum Kwum Lelum, or House of Courage. The four-storey complex provides on-site services and supports for residents as part of a 45-unit investment via BC Housing that completed in 2023.
The provincial housing agency has been busy in the Capital Region over the past decade, by taking the lead on numerous large, medium and small scale projects across the entire housing spectrum from shelters, to supportive units, to affordable and market rentals, and home ownership opportunities in projects like
Haven by Chard Development.
