Revised Esquimalt rental complex moves forward with 10 car-lite units on Craigflower at Arm

Victoria-based developer Lapis Homes is moving forward with a revised residential complex formerly denied by Esquimalt council over massing and height.
Now underway at 812 Craigflower Road is a three-storey, 10-unit purpose-built rental apartment with a mix of layouts in studio through three bedrooms, with several surface parking stalls at the rear of the building.
Lapis Homes had formerly pursued approvals for a 12-unit, four-storey design on the parcel, once the location of a single-family-dwelling. Esquimalt council denied that vision in 2020 due primarily to its lot coverage.
The new design does away with a rooftop amenity area for residents, but includes a small pet-friendly parklet fronting Craigflower Road. Lapis Homes also describes its new-build as energy-efficient, with each home situated as a corner unit to maximize natural light, with built-in heating and cooling.
Completion is estimated for mid-2024.
Esquimalt’s Craigflower Road corridor, shared with the neighbouring Vic West community in the City of Victoria, has been a high density node for decades, although new construction has been limited since the majority of its buildings were completed in the second half of the 20th century. The most recent projects include a 2020 and 2022 vintage four-building, purpose-built rental community on Songhees First Nation land along the 1200-block, and an under construction affordable housing project from the Greater Victoria Housing Society in the 800-block at Fleming Street. Completion could occur by year’s end, or in early 2024. Prior to those projects, the road saw a condominium project rise west of Tillicum Road fronting the Gorge Value Golf Club, and a townhome community east of Tillicum Road.
Lapis Homes, meanwhile, recently secured approvals for a unique project off Craigflower Road in Vic West with partner Urban Thrive. Earlier this year, council granted approval for a six-unit, car-free missing middle project at 633 Belton Avenue, the first of its kind in the municipality. C
