TJX Companies plans to open the Capital Region’s second Marshalls off-price department store later this fall or by early winter of 2021 at Langford’s Millstream Village shopping centre.

Marshalls, which is part of the Winners and HomeSense retail group that in recent years has aggressively expanded into the south Island retail industry, will be occupying several vacated units adjacent to Millstream Village’s Golf Town location.
The roughly 20,000 square foot store, coming to the former locations of a Tommy Hilfiger outlet and a La Vie En Rose lingerie boutique, plus three spaces between them, will become one of the shopping centre’s anchor tenants joining large-format retailers like PetSmart, Michael’s, Golf Town and local grocery chain The Market on Millstream.
The new Marshalls follows in the footsteps of Winners’ recent opening of a third Victoria location now anchoring the Douglas Street frontage of downtown's Bay Centre. Several years prior the region’s first Marshalls opened at Victoria’s Hillside Shopping Centre as part of that retail hub’s expansion effort.
TJX also operates Winners stores at Saanich’s Tillicum Shopping Centre and at Langford’s West Shore Town Centre, the latter also doubling as a HomeSense. A standalone HomeSense is situated at the Island Home Centre retail complex on Cloverdale Avenue at Blanshard Street in Saanich.
Millstream Village is comprised of seven buildings totalling 264,000 square feet of retail space over a 20.5-acre site. Located along the 2400-block of Millstream Road, the shopping plaza, completed in 2007, is one of several commercial destinations centred on Millstream Road's Costco, Home Depot and Best Buy big-box stores.
