Downtown Langford rental project will extend Percy Place thoroughfare between Veterans and Claude

Langford council has sent a six-storey rental complex to a public hearing, that if approved and built, will extend Percy Place to Claude Road from Veterans Memorial Parkway.
The downtown Langford proposal, along the 2700-block of Claude Road at Percy Place, is proceeding to public hearing with a mix of 107 studio, one and two-bedroom apartments, along with parking capacity for 114 vehicles.
As part of its amenity contributions, proponent Empowered Development will connect Veterans Memorial Parkway to Claude Road along Percy Place with a single-lane thoroughfare. A future additional lane will be constructed as part of redevelopment of properties to the south of the Empowered site, allowing for eventual two-directional travel along Percy Road.
The developer, meanwhile, is seeking to lower the proposal's vehicle footprint with a parking variance from 1.25 stalls per unit to 1.07, a reduction of approximately 20 stalls. In exchange for less parking, Empowered will supply a parking space for a publicly accessible Modo car-share vehicle, and expanded bicycle parking for the building’s residents.
The City of Langford is pursuing a road grid expansion in the immediate area to reinforce east-west traffic flow options between Veterans Memorial Parkway, Claude Road and Peatt Road, where significant residential densification has occurred and is planned. The expanded road network will also support traffic volumes generated by the upcoming West Shore Post-Secondary Campus now under construction on Goldstream Avenue at Peatt Road, southwest of the Claude and Percy proposal.
Empowered’s project is situated near the recently emptied RidgeView Place complex, an 11-storey, 2019-built tower evacuated earlier this year for the second time since its completion due to concerns related to the building’s structure. Issues discovered by Engineering and Geoscientists of BC in 2019 post-occupancy were to have been addressed as part of a call to action involving engineers and construction crews following the 2019 evacuation. The building underwent structural reinforcement, and was re-occupied in late 2021. However, authorities evacuated RidgeView Place once more in spring of 2023. It is not currently known what specific problem or problems caused the second evacuation. C
