21,000 square foot retail centre planned for Happy Valley Road at Latoria Road in Langford

Residents of Langford’s burgeoning Happy Valley corridor may soon have a commercial centre with a dedicated restaurant space, multiple commercial units and a childcare facility.

Proponent Karen Colangeli has applied to the City of Langford to rezone 3553 and 3559 Happy Valley Road from agricultural zoning to a commercial zone in order to permit a 21,000 square foot, four-building development described as targeting “liquor store, butcher, grocer, pharmacy, post office, veterinary clinic, library, daycare, and fitness centre” uses, plus a standalone restaurant space.
The project, if approved, would rise at the southeast corner of the Happy Valley Road and Latoria Road intersection near the Metchosin-Langford border. Presently the two properties are residential in nature, with a single-family-dwelling situated on each parcel.
A design of the retail centre remains a work in progress and will be finalized with the City at a later date, pending confirmation of the tenant make-up and traffic flow assessments.

An interim site plan for the project identifies a roughly 2,700 square foot restaurant space overlooking the intersection of Happy Valley and Latoria roads, with a four-unit building fronting Latoria Road and a five-unit building situated along the southern perimeter of the project site with surface parking separating the two structures. The daycare, eyed for a standalone 4,000 square foot complex at the southeast corner of the property, will be separated from the two multi-unit buildings by additional parking.
Langford’s Happy Valley community, spanning between the Metchosin border along Happy Valley Road and Sooke Road, is one of the fastest growing suburban communities on the West Shore with numerous subdivisions having been completed on either side of the thoroughfare and along its feeder streets. Multiple subdivisions continue to be constructed in the area, while additional housing is slated for Latoria Road that runs from Happy Valley Road at its western terminus to Colwood’s Royal Bay community at its eastern-most point.
