Or perhaps they just think the design and marketing will attract enough applications from students. Having 3 room-mates you don't know and a twin bed would be a deterrant for a lot of non-students.
This project got some minor updates in May and the developer has filed for a Development Permit Variance as of today...
MODS: this project has been redesigned and is no longer being pitched as student rental. Instead, it will be 34 units of purpose-built affordable rentals ranging in size from studios to two-bedroom units.
The redesign includes a commercial unit on ground floor but retains much of the original 'look and feel':
The entire concept made no sense when they unveiled it. But I think they came back with "we've studied projects in LA and Portland that work!"
Whatever.
Or maybe I'm mixing this up with some other bizarre sharing project that was just as silly.

A proposed development near downtown features a form of communal living that’s popular in Los Angeles and New York but is a first for Victoria.
Townline Homes is proposing a 16-storey building at the corner of Pandora Avenue and Vancouver Street that would have 121 rental units, including 54 fully furnished co-living apartments organized into three-, four- and five-bedroom pods.
Tenants of the co-living pods would rent their bedrooms directly from the property manager and share a kitchen and dining area with others in the pod.
Most of the units would also have a private bathroom, but some would share between two units. The units would rent for about 30 per cent below the market rent for a studio unit in the city.
