Oak Bay councillors voted four-to-three in favour of a four-storey mixed-use condominium and ground floor commercial development proposed at the nexus of Cadboro Bay Road and Bowker Avenue.

Dubbed Bowker by Victoria-based Abstract Developments, the 43-unit woodframe development will rise near Oak Bay's Estevan Village and Oak Bay High School.

Council's decision came nearly a week following a Wednesday public hearing that saw dozens of speakers opine on the project at a special session held at Oak Bay High School. Due to the length of the public hearing, councillors voted to postpone their decision until today. 

With approvals in hand, Abstract plans to begin marketing Bowker this spring with construction expected to get underway by late 2017 or early 2018. C
