Rental towers eyed for Langford's Centennial neighbourhood near Spencer Middle School, Centennial Park

A duo of residential towers have been proposed across the street from Langford’s Centennial Park near Spencer Middle School.

Landowners representing 1020 Costin Avenue and 2836-2854 Carlow Road (just south of Goldstream Avenue) are seeking a rezoning from the district’s One and Two-family Residential zone, which blankets the proposal’s five properties, to City Centre zoning permitting taller structures and significantly higher densities. 
 
Approximately 170 rental residences in one and two-bedroom layouts that include ground-oriented units are envisioned by the proponents as part of ten and 11-storey mid-rises, according to plans submitted to the City of Langford.
 
Parking will be in the form of two-storey parkades accommodating vehicle storage behind road-facing suites on the ground floors and an above-ground level, also behind residences. A potential to pre-wire electric vehicle charging infrastructure may be extended to this project, as was the case with three recently approved residential buildings within the municipality.
 
The proposal comes as Langford’s built form adapts to a growing desire for verticality, particularly within its downtown core and periphery areas.
 
Completed last year was an 11-storey rental tower on Claude Road dubbed Danbrook One, which kickstarted Langford’s drive towards midrise and highrise buildings in the downtown area albeit with a warning sign following the discovery of alleged engineering shortcomings that resulted in the tower losing its occupancy status.
 
However, quickly following Danbrook One’s completion work got underway on a two-tower mass timber-designed rental project on Goldstream Avenue at Peatt Road, known as Tallwood at District 56. The first phase, which includes a 12-storey rental tower and a lowrise office building, is expected to complete in 2021 with the second phase starting next year or in 2022.
 
On the proposal front, along the southern perimeter of the downtown area a two-tower project was recently unveiled on Bray Road west of Jacklin Road. If approved and built, the buildings could rise as the West Shore’s tallest in the range of 15 or 16-storeys, or more.
 
The Bray Road proposal follows a 15-storey concept released last year for the St. Anthony’s Professional Centre property along the 500-block of Goldstream Avenue. The tower is part of a longer-term redevelopment outlook for the property which is currently home to a walk-in primary care medical centre.
 
Meanwhile, construction crews on Bear Mountain are picking up where a former developer left off at the site of a partially constructed condominium tower that found itself caught up in multiple real-estate development cancellations circa 2009. The upcoming project, situated near Bear Mountain's Westin hotel, is planned as a highrise condominium in the 13-storey range with completion aimed for late 2022 or early 2023. C
